How to Buy a House in Whiterun After the Stormcloaks?

Several changes occur after the Stormcloaks conquer Whiterun. Balgruuf the Greater’s replacement by Vignar Gray-Mane as Jarl and Proventus Avenicci with Brill as Steward represents the most significant change with regard to purchasing a home. Breezehome will now be sold to you by Brill.
